Is money power or no?

Would the more money a person or organization has = more power? If that were true than would it be possible that said person or organization could bribe or coerce govt policy? If that were true is it possible that corporate bailouts,banker bailouts, and a health care bill that is basically a gift to insurance companies are examples of the sway money has on govt? Does the average american have that kind of sway,voice,representation? Is that a problem?
